Language support built for review

Current language state

English (South Africa) is the reviewed public interface. Afrikaans and Setswana resource bundles, locale routing rules and fallback behaviour are prepared, but incomplete translations are not exposed as finished content.

Translation principles

• Business names, addresses and source facts are not translated automatically.
• Emergency wording requires specialist review before publication.
• Missing strings fall back to reviewed English rather than displaying broken or guessed text.
